Jessica C. Tully is an award-winning attorney with over 16 years of legal experience. Her specialized knowledge in transactional law encompasses estate planning, probate, real estate transactions and title disputes, and business law. She is also a licensed notary and real estate broker in the U.S. Virgin Islands, overseeing her brokerage, The Virgin Islands Property Group, LLC.


Tully's rich academic background includes a B.A. in Political Science and History (double major) from Miami University in Oxford, Ohio, earned in 2005, and a J.D. from Duquesne University School of Law in Pittsburgh, Pennsylvania, obtained in 2008. During her time in law school, she served as the Executive Editor of the Duquesne Law Review and authored an article on the legality of U.S. military commissions in Guantanamo Bay, Cuba that was published therein.  She also served two federal judicial internships in the United States District Court and one federal judicial internship in the United States Bankruptcy Court for the Western District of Pennsylvania. Recognized for her exemplary academic performance, Tully was awarded the CALI Award for the highest grade earned in International Law and was inducted into the Louis L. Manderino Honor Society for her appellate advocacy skills.


At the onset of her career in 2008, Tully served as assistant in-house counsel for a mid-sized oil and gas company in Pennsylvania. Two years later, she joined the Business Services Department of Babst Calland, a prominent Pittsburgh law firm, becoming the first oil and gas title attorney in their Energy and Natural Resources Practice Group. In 2012, Tully joined the Energy Transactions and International Energy Practice Group of the esteemed international law firm Steptoe & Johnson, PLLC, where she represented global leaders in oil and gas exploration and production.


In 2014, Tully co-founded the law firm Tully & Barry, representing a diverse range of clients in business, energy, estate planning, oil and gas, and property law issues. In 2016, she moved to the U.S. Virgin Islands and served as Of Counsel with the largest law firm in the USVI. In 2019, she established her own practice, opening Tully Law, PLLC.


Throughout her illustrious career, Tully has received numerous accolades, including being featured in Duquesne Alumni Magazine in 2018 for her numerous charitable contributions, and receiving the "Top 40 Under Forty Award" from the Shenango Valley Chamber of Commerce in 2014.


Tully's reputation as a thought leader has been fortified through her many engaging presentations. She has given presentations on USVI estate planning to the USVI government, reflecting her authoritative knowledge on the topic. With an exclusive contract with LexisNexis, a global leader in legal research, on matters of USVI estate planning law, Tully is a leader in her field as an estate planning attorney in the U.S. Virgin Islands. Licensed to practice law in the U.S. Virgin Islands, Ohio, and Pennsylvania, Tully is renowned for her ability to navigate complex cross-jurisdictional issues.
